How should allowances be controlled?

Label an allowance with the missing input, basis, owner and expiry point. An allowance is a temporary pricing treatment, not evidence that the scope is understood.

  • State what is included
  • Name the missing source
  • Record who approved the basis
  • Replace it when the answer arrives
  • Show the effect on risk and programme

What is a bid-ready estimate?

It is a reviewable estimate whose quantities, rates, scope, assumptions and exclusions can be traced to the current tender. It is not necessarily a final design or a guarantee of construction cost.

What else should the bid team know?

Does a checklist produce a complete estimate?

No. It controls the review. Quantities, rates, scope and commercial treatment still need project inputs and estimator approval.

Can data center work be estimated from the room name alone?

No. Use the issued drawings, schedules, specifications, interfaces and equipment information. A room label is not a quantity basis.

Who approves engineering assumptions?

The responsible project engineer approves technical design assumptions. The estimator controls the pricing treatment and records the source.
